This is called a graduated driver licence system and at each extra stage you get extra responsibilities. Note that this is changing on 25 January 2027 (see below).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How much does a car licence cost?<\/h2>\n\n\n\n<p>The total cost depends on how many times you have to take the test, whether you use a driving instructor and whether you choose to take a defensive driving course.<\/p>\n\n\n\n<p>Click here to use our <a href=\"https:\/\/www.drivingtests.co.nz\/resources\/how-much-does-it-really-cost-to-get-a-car-drivers-licence\/\" target=\"_blank\" rel=\"noopener noreferrer\">car licence calculator<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Learner licence<\/h2>\n\n\n\n<p>Before you&#8217;re allowed to drive on the road you must have a learner licence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How do I get a car learner licence?<\/h3>\n\n\n\n<p>Ensure that you know the road rules. You can practice the questions you need to ask by taking our <a href=\"https:\/\/www.drivingtests.co.nz\/roadcode\/car\/\">free mock theory tests<\/a>.<\/p>\n\n\n\n<p>The minimum age is 16 before you can take the test, but you can practice earlier than that.<\/p>\n\n\n\n<p>Go to a driver licensing agent and:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Apply by filling in <a href=\"https:\/\/www.nzta.govt.nz\/assets\/resources\/application-for-driver-licence-dl1\/docs\/dl1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">this application form<\/a>.<\/li>\n\n\n\n<li>Provide a <a href=\"https:\/\/www.nzta.govt.nz\/driver-licences\/getting-a-licence\/identification\/\" target=\"_blank\" rel=\"noopener noreferrer\">valid identification document<\/a>.<\/li>\n\n\n\n<li>Pass the eye test, or provide a certificate from a recent test at an optometrist<\/li>\n\n\n\n<li>Have your photo taken<\/li>\n\n\n\n<li>Provide your signature<\/li>\n\n\n\n<li>Pay the application and test fees.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">What is the learner licence test like?<\/h3>\n\n\n\n<p>It&#8217;s a computerised test similar to what you can practice <a href=\"https:\/\/www.drivingtests.co.nz\/roadcode\/car\/\">here<\/a>. You will have 30 minutes to complete 35 questions, and you must get at least 32 correct.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What happens when I pass the car learner licence test?<\/h3>\n\n\n\n<p>You will be given a temporary licence at the testing centre. This means you can now drive a light vehicle (most cars, vans and utes, and some small trucks) with a supervisor. Your real learner licence will arrive two or three weeks later and is valid for five years.<\/p>\n\n\n\n<p>You must put L plates on any vehicle you use to practice driving in, including a moped or ATV. You can find these at service stations, auto parts stores, supermarkets and vehicle testing centres.<\/p>\n\n\n\n<figure class=\"wp-block-image alignnone wp-image-5921 size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"222\" height=\"249\" src=\"https:\/\/www.drivingtests.co.nz\/resources\/wp-content\/uploads\/2017\/08\/l-plate.png\" alt=\"\" class=\"wp-image-5921\"\/><figcaption class=\"wp-element-caption\">This L plate diagram shows the required dimensions and colour of the plate that you must have in the front and rear of your vehicle<\/figcaption><\/figure>\n\n\n\n<p>You should be looking to find a driving instructor to help you get through your restricted licence test.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What can I do on a car learner licence?<\/h3>\n\n\n\n<p>You can drive on the road with a supervisor sitting next to you in the front passenger seat. A supervisor is a person who has held a full New Zealand car licence for at least two years.<\/p>\n\n\n\n<p>You can tow a trailer up to a gross combination mass of 4500kg.<\/p>\n\n\n\n<p>You can drive a moped (but not a motorbike) on your car learner licence, but not between 10pm and 5am, and you cannot carry a <a href=\"https:\/\/www.drivingtests.co.nz\/resources\/carrying-pillion-passengers\/\">pillion passenger<\/a>.<\/p>\n\n\n\n<p>You can drive a motorhome or tradesperson&#8217;s vehicle with an on-road weight of less than 4500kg.<\/p>\n\n\n\n<p>You must have your learner licence with you at all times when driving.<\/p>\n\n\n\n<p>There is no restriction on the number of different cars you can practice in, and they can have a manual or automatic gearbox.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What can&#8217;t I do on a car learner licence?<\/h3>\n\n\n\n<p>You can&#8217;t drive without a supervisor in the vehicle.<\/p>\n\n\n\n<p>You cannot drink any alcohol and drive if you are under 20 years old. See the <a href=\"https:\/\/www.drivingtests.co.nz\/resources\/alcohol-and-drug-limits\/\" target=\"_blank\" rel=\"noopener noreferrer\">alcohol limits for driving<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What if I don&#8217;t pass the learner licence test?<\/h3>\n\n\n\n<p>You can apply to take the test again and pay the test fee to retake it. You don&#8217;t have to pay the application fee again. If you require an eyesight certificate, it must still be valid otherwise you will need to get another one.<\/p>\n\n\n\n<p>Depending on the waiting times, you may be able to get another test within a few days, but it could be a couple of weeks.<\/p>\n\n\n\n<p>If you don&#8217;t show up for your test you must pay again for another one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Restricted licence<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">How do I get a restricted car licence?<\/h3>\n\n\n\n<p>You must have had your learner licence for at least 6 months then pass a restrict licence practical test, i.e. the minimum age is 16 years and 6 months.<\/p>\n\n\n\n<p>Book a test using <a href=\"https:\/\/transact.nzta.govt.nz\/transactions\/LicenceTestBooking\/entry\" target=\"_blank\" rel=\"noopener noreferrer\">this online service from NZTA<\/a>.<\/p>\n\n\n\n<p>Once you have a test date and time you will need to make your application at a driver licensing agent. You can find a list <a href=\"https:\/\/www.nzta.govt.nz\/driver-licences\/getting-a-licence\/driver-licensing-agents-and-course-providers\/agents\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fill out the <a href=\"http:\/\/www.nzta.govt.nz\/assets\/resources\/application-for-driver-licence-dl1\/docs\/dl1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">application form<\/a>.<\/li>\n\n\n\n<li>Provide proof of your identity<\/li>\n\n\n\n<li>Pass the eye test, or provide a certificate from a recent test at an optometrist<\/li>\n\n\n\n<li>Have your photo taken<\/li>\n\n\n\n<li>Provide your signature<\/li>\n\n\n\n<li>Pay the application and test fees<\/li>\n\n\n\n<li>Provide a <a href=\"https:\/\/www.drivingtests.co.nz\/resources\/medical-requirements-for-driving\/\" target=\"_blank\" rel=\"noopener noreferrer\">medical certificate<\/a>, if required.<\/li>\n<\/ul>\n\n\n\n<p>Making the application will take at least 30 minutes, so allow at least an hour before your test time to ensure you don&#8217;t miss your test slot.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What can I do on a restricted car licence?<\/h3>\n\n\n\n<p>You can drive on your own between &nbsp;5am and 10pm. You can drive a car with an automatic gearbox if you passed your restricted licence test in an automatic car, or a manual or automatic gearbox if you passed your restricted licence test in a manual car.<\/p>\n\n\n\n<p>If you are driving on your own you can drive a car with an automatic gearbox if you passed your restricted licence test in an automatic car, or a manual or automatic gearbox if you passed your restricted licence test in a manual car. If you are driving with a supervisor you can drive either an automatic or manual car.<\/p>\n\n\n\n<p>You can drive an agricultural tractor with a gross laden weight of less than 18,000kg &nbsp;at 40km\/h or less, or an agricultural tractor towing an agricultural trailer with a gross combination weight of 25,000kg or less at 40km\/h or less.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What can&#8217;t I do on a restricted car licence?<\/h3>\n\n\n\n<p>You can&#8217;t drive between 10pm and 5am on your own, but you can if you have a supervisor sitting in the passenger seat next to you.<\/p>\n\n\n\n<p>You are not permitted to drive with passengers unless you have a supervisor in the car, unless those passengers are your spouse\/partner, dependent child, parent or guardian, relatives that live with you and are on a benefit, or someone for whom you are their primary caregiver.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What if I don&#8217;t pass the restricted licence test?<\/h3>\n\n\n\n<p>If you miss it or fail the test, you&#8217;ll need to pay the test fee again. Remember a test can be failed if your car is not up to WoF standard, is not registered, doesn&#8217;t have current RUC, will run out of fuel, or doesn&#8217;t have L plates; or you turned up to the test without a supervisor or you forget your licence.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Full licence<\/h2>\n\n\n\n<p>Once you have held your restricted licence for a minimum time you can take the full licence test. You can reduce the minimum time:<\/p>\n\n\n\n<p>Drivers under 25 years old:&nbsp;Complete an advanced driving course such as Street Talk and the minimum time is reduced from 18 to 12 months<\/p>\n\n\n\n<p>Drivers 25 years old and over: Complete an advanced driving course such as Street Talk and the minimum time is reduced from 6 to 3 months.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What can I do on a car full licence?<\/h3>\n\n\n\n<p>You can now drive any type of light vehicle (i.e. one weighing less than 3500kg) on your own without any time restrictions and you can tow a trailer making a gross combination weight of 6000kg or less. You can drive light trucks with an internal combustion engine weighing up to 6000kg and some <a href=\"https:\/\/www.drivingtests.co.nz\/course\/electric-vehicle-training\/\">battery electric vehicles<\/a> weighing up to 7500kg.<\/p>\n\n\n\n<p>You can also drive a number of other large agricultural vehicles and tractors.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What if I don&#8217;t pass the full licence test?<\/h3>\n\n\n\n<p>You will need to rebook the test and pay the test fee. You can still drive on your restricted licence as long as it hasn&#8217;t expired.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How long is the practical test?<\/h2>\n\n\n\n<p>The restricted licence test is 60 minutes. There is 45 minutes of driving time and 15 minutes checking the safety of the vehicle and to provide feedback.<\/p>\n\n\n\n<p>The full licence test is 30 minutes including 20 minutes of driving.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Are there any restrictions for driving hybrid or electric vehicles?<\/h2>\n\n\n\n<p>You do not need a special driver licence to drive hybrid or electric vehicles. Under the new rules,\u00a0<strong>younger drivers<\/strong>\u00a0will face an extended\u00a0<strong>learner period<\/strong>\u00a0of twelve months, though this can be shortened through\u00a0<strong>supervised driving hours<\/strong>\u00a0or approved courses. The\u00a0<strong>restricted license phase<\/strong>\u00a0will introduce a\u00a0<strong>zero-alcohol policy<\/strong>\u00a0for all ages and a mandatory\u00a0<strong>hazard perception test<\/strong>, while penalties like\u00a0<strong>demerit points<\/strong>\u00a0will result in mandatory time extensions. Notably, the\u00a0<strong>full license stage<\/strong>\u00a0will no longer require a\u00a0<strong>practical driving exam<\/strong>\u00a0or eyesight checks, significantly reducing the\u00a0<strong>application fees<\/strong>\u00a0for motorists. These reforms also include stricter\u00a0<strong>government oversight<\/strong>\u00a0of driving instructors and a comprehensive review of\u00a0<strong>testing standards<\/strong>\u00a0to ensure road safety is maintained despite the streamlined requirements.<\/p>\n\n\n\n<p>Starting on <strong>25 January 2027<\/strong>, significant changes regarding demerit points and safety regulations will take effect under the new Graduated Driver Licensing System.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Demerit Points Penalties<\/strong> <\/h2>\n\n\n\n<p>The new system introduces a specific penalty for incurring demerit points while on a <strong>restricted licence<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Extension of Restricted Period:<\/strong> If you receive demerit points, your required time on a restricted licence will be extended by <strong>6 months<\/strong> for each occasion.<\/li>\n\n\n\n<li><strong>Cumulative Effect:<\/strong> This penalty is cumulative. For example, if you are under 25 (with a standard 12-month restricted period) and you receive demerit points twice on separate occasions, your restricted period would extend to a total of 2 years.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>New Safety Rules and Testing<\/strong><\/h2>\n\n\n\n<p>Several rules regarding safety and testing requirements are also changing:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Zero Alcohol Limit:<\/strong> A zero alcohol limit will be introduced for <strong>all learner and restricted drivers<\/strong>, regardless of their age.
